Sono state appena pubblicate sul sito del Ministero della Difesa le Linee Guida del “Libro Bianco per la sicurezza internazionale e la difesa“.
Come riportato dal Ministero, che dedica una pagina web ad hoc sul tema, il documento “costituisce il risultato di un’analisi preliminare finalizzata alla raccolta di un complesso di elementi di informazione e di valutazione quanto mai ampio e diversificato, ai fini della successiva fase di elaborazione di un “Libro Bianco per la sicurezza internazionale e la difesa”. Il lavoro svolto ha consentito anche di rendere evidenti i “grandi interrogativi” che sottendono alla sicurezza e difesa nazionale ed al futuro delle Forze armate, cui sarà necessario dare precisa risposta. Il fine dell’intero processo consiste nella definizione degli obiettivi che il Paese intende perseguire, delle modalità e degli strumenti da utilizzare per la protezione e la tutela dei suoi cittadini, del territorio, degli interessi vitali e strategici e dei valori nazionali“.
Nel sito trovate infatti anche i risultati di un convegno di studi che ha raccolto alcuni esperti (Venus in Arms era presente..) i quali hanno elaborato una serie di analisi e raccomandazioni preliminari alla fase di elaborazione del Libro Bianco.
Le schematiche Linee Guida sono composte da 90 punti, suddivisi per marco-temi, tra i quali emergono: “il contesto globale”, “gli interessi nazionali”, “i compiti e la configurazione della forze armate”, “i futuri modelli operativi”, “la struttura organizzativa” e “l’acquisizione di capacità”. Al termine del documento troverete un glossario di termini-chiave.
Preliminarmente all’analisi dei suddetti punti, occorre rilevare due aspetti rilevanti:
1) Il processo che porterà all’elaborazione del Libro Bianco appare impostato secondo una corretta e apprezzabile trasparenza di fondo (alla mail librobianco@difesa.it potete anche inviare i vostri contributi per la riflessione). Al di là di quelli che saranno gli strumenti e i mezzi effettivi con i quali sarà strutturato l’intero percorso, l’approccio sembra finalmente quello giusto. La necessità di alimentare un dibatitto ampio ed inclusivo parallelo alla definizione del documento è una priorità apparentemente condivisa. La speranza è che le premesse vengano mantenute anche nei prossimi mesi, sia nel coinvolgimento di esperti, società civile e opinione pubblica, sia rispetto al ruolo del Parlamento.
2) Partire dal quadro internazionale attuale, dalla definizone degli interessi e delle minacce, dagli obiettivi strategici nazionali può sembrare una banalità quando si affronta un nuovo Libro Bianco. Ma in un contesto segnato da una carenza endemica di cultura strategica e di riflessione guidata in primis da aspetti economici, questo approccio può aiutare ad orientare il dibattito verso una prospettiva più adeguata alla formazione di un corpo dotrinale.

Concordo sul fatto che il contesto italiano è segnato da una carenza endemica di cultura strategica. Non è vero, invece, che esso si caratterizza per una riflessione guidata in primis da aspetti economici. A meno che Venus non si riferisca al tema della finanza pubblica (affrontato peraltro in modo superficiale senza riferimenti economici solidi.
Siamo in sintonia sulla cultura strategica, vero gap nazionale. Per “aspetti economici” intendiamo proprio le considerazioni di carattere finanziario sul costo della difesa e delle sue componenti. Tutto il dibatitto sembra incentrato sul costo di un F-35 o sui tagli complessivi al budget. Temi importanti peraltro, ma che non possono guidare la riflessione strategica precedente all’elaborazione di un Libro Bianco. In altre parole, le considerazoni sugli aspetti finanziari ci sembrano da molto tempo al centro della discussione, che tralascia colpevolemente altri elementi. Il processo avviato, comunque, induce un (cauto) ottimismo.
